何盼，2006年畢業于重慶大學，獲軟件工程專業學士學位；2008年畢業于重慶大學，獲計算機軟件與理論專業碩士學位；2012年畢業于重慶大學，獲計算機科學與技術博士學位。

CCF服務計算與軟件工程專委會委員，CCF YOCSEF重慶AC委員。2012年6月至今在中國科學院重慶綠色智能技術研究院工作。主持國家及省部級項目4項，參與其他國家級省部級科研項目10余項。主要研究軟件系統可靠性保障與優化方法；負責BD2/GPS多模多頻高精度定位技術研究、集成通信鏈路機理研究及終端研制、智能化物聯網關鍵技術研究及終端研制等。以第一作者及通訊作者發表EI/SCI論文30余篇，獲授權發明專利6項，擔任多個可靠性領域SCI期刊審稿人。
